In order to determine the effectiveness of training /monitoring it is necessary to establish a frame of reference against which progress may be calibrated. Baseline evaluations, for example those conducted in the Bojonala District in the North West Province and the Queenstown High School Project, furnish the requisite pre-implementation data against which progress may be duly measured.
Follow-up evaluations are carried out for the duration of the project. At the end of the project data is collated and quantifiable evidence obtained. From this quantifiable evidence a final or summative result is obtained which ensures a satisfactory closure to the programme.
